Drivers Fined $142 for Cell Phone Laws Violation in Torrance
Since July 1, 2008, it is prohibited in California for persons under the age of 18 from operating a motor vehicle while using a wireless telephone or a mobile service device, even if it’s hands-free.
The same law also prohibits drivers aged 18 and older from driving a motor vehicle while using a hand-held cellular telephone although the use of a hands-free device may be allowed.
Most recently, in January 1, 2009, it is illegal, regardless of age, to drive a motor vehicle while using an electronic wireless communication device to write, send, or read text messages, instant messages, and e-mails.
Despite the presence of these laws, many drivers in California still continue to scofflaws and drive while using a cell phone or texting. People still continue to underestimate the consequences of distracted driving and most think that the base fine of $ 20 dollars for their first offense is hardly worth losing sleep over.
However, residents from Torrance had a rude awakening when the Torrance Police Department's traffic and special events division set up an hour-long operation to nab cell phone laws violators – and get this, imposed a fine of $142 for first-time offenders.
A total of 41 talking and texting drivers were caught within the hour and the operation netted more than $5000 worth of fines. The $142 fine includes court fees and penalty assessments.
According to Sgt. Jeremiah Hart, the operation was prompted by the fact that officers see too many drivers on the road texting and talking. The purpose of the operation according to Sgt. Hart, was to not just enforce the law but to also educate.
In a survey conducted by National Insurance, while 98 percent of Americans believe that they are safe drivers, 72 percent of them feel pressure to be available by cell phone or other device at all times.
The need to keep in touch through cell phones regardless of the driver’s skill and experience can only serve to increase the risk of car crashes by as much as 4 times. In fact, people who text while driving are 23 times more likely to get into a collision.
Distracted driving is one of the leading causes of motor vehicle accidents – and scofflaws do not only risk getting a ticket and paying a fine the next time they talk or text while driving, they also risk losing their lives and taking the lives of others.
